Designed local consensuses

Some systems put rather strict constraints on what local consensuses are required for the operation of the whole system. E.g. SAFE network seems to be such a system - the system is designed to operate as a network of local consensuses of 32 nodes without requirement for all the nodes to eventually reach consensus -- something that is required by most of the blockchain technologies. Still, in the mentioned technology aims at global consensus.
